I don't think you are right. Indian citizens visiting Canada will need a visa. What you might be refering to is the following text from your link - "Visa required, except for Those admitted to the USA on a
single entry visa, returning to the USA after a visit of max.
30 days to Canada or Mexico."

The above applies only to US visa and entry requirements. Nothing to do with Canada.

If you enter Canada as the destination country in that link, it says you need a visa.

I'd like to see info that states visa is not required for Canada.

I think Dimple2001 is right. My in laws need a visa. I did the same for my parents when my they were in US in 2007. That was easy since all of us , including self and family went on a visitor visa.

pratickm n dimple2001 you are right - my bad. Indian citizens visiting Canada need a visa. The 30 day rule will only help them get back to the US without another US visa.

I also need one more favor. Instead of Toronto, can I do a landing at Montreal? I have seen Toronto but not Montreal, so I would like to consider the option of touring Montreal for a couple of days. Also, Montreal is closer for me than Toronto. Not sure if it will affect the PR process sicne it is a french majority province. After that I plan to be back in US. Please let me know your thoughts.

No, you cannot unless your PR papers have been processed under Quebec provisions. You can however land anywhere (other than Quebec) and then go to Montreal (or Quebec) to visit or live.
