According to the rules/guidelines you become eligible to apply for Citizenship after stay of 3 years. But nowadays it takes approximately 18-24 months to get the application approved and to get passport. i.e. 5 years after you land here. (+2 years if you are planning to come on WP at the end of next year).
Chances are of getting a job are good but you have to be prepared for worst case scenario. Also even if you end up getting a job the chances of getting decent salary are less and moreover the exploitation (exorbitant taxes) by government takes your sal right above the poverty line.
I would suggest to get some of the opinions (from open forums, job sites, surveys and of course CD) about the folks in your skills and how they are doing. Here is the overall job market situation:
IT: Not to your surprise most of the jobs are outsourced to India or TCS/Wipro getting in driving the overall jobs and salary levels down.
Auto: Right now not doing great
Cosnstruction: Already seeing recession in real estate
Mining: Probably doing good but then you will have to live in the provinces that may not be your first choice.
The only sector you can do better is Government jobs.
So if you are willing to take plunge and ready to take any other job to start with, it is extermly difficult to come back to IT, psychologically as well as surroundings (e.g. 6 months you took a job as cashier, why would an employer hire IT guy who is not in the field for last 6 months etc.)
Best option is to keep exploring the opportunity but do not land here unless you have a secure job with good sal. If I were you, I would stick to the company for couple of years, get new skills and look for the better opportunity in India only. But if you want to get out then try US, still a better land of Opportunity than any other country.

I did'nt get the part about living in the provinces for a mining job. I thought that once in Canada, one has to live in a province. Unless you meant the 3 territories did you ?
thanks to all of you, i have decided to put this step on hold for a while and wait till the situation is favorable again..
Try and see if you have any IT Instructor experience .... That category may still be open ........... It does not matter which category you enter with - once you are here , you can work in IT which is a high paying sector.
