Please see my below answers :

If the baby is born here will the baby be Canada Citizen or India Citizen?

Ans: Canadian Citizen

If the baby is Canada Citizen, to travel back to India can we get OCI for the baby??
Ans: We should get PIO, whose age is <18 years. After 18 years we can apply for OCI and is permanent VISA to visit india.

I am also on work permit and my daughter was born on June 2010.
Below are the steps you should do after the birth:
1. Apply for Birth Certificate (LONG Format, which includes both parent's full names)
2. Apply for Canadian Passport
3. Apply for PIO card (Person of Indian Origin)
4. You could apply for SIN, in person.

just for curiosity, if mother here on visitor visa and baby born in Canada than newly born baby can claim for Candian citizenship or not?
