Would appreciate if someone can shed some light on this. A buddy of mine from India has been a Canadian PR for the past 4 years. Prior to this, he was working in India and abruptly quit his job once he got approved for PR, moved to Canada. His employer sent a notice of recovery for one month's salary for abruptly quitting his job, but he didn't pay it.
Fast forward 4 years, he wants to apply to renew his Indian passport, and is worried about not paying his dues to his employer.
He's not sure whether the employer took any legal action against him (his residential address in India is no longer valid). At the when he moved to Canada, 4 years ago, the employer only sent him one email informing him that he owes them. Can his application for passport renewal get rejected because of this?

There is no need to worry. Let your friend apply for the passport.
Since there is no Police ENquiry in Canada, your friend will be issued the passport.
No India employer can communicate to the Indian embassy in Canada and black list your friends name, with out a legal case filed in India and the court declaring your friend as an obsconder.
Since the amount might have been low, the employer would not have even sent him a lawyer's notice. Therefore your friend is safe and this will have no bearing on him getting an Indian passport at the Indian embassy in Canada
