India is too big a country so culturally diversified, hence Indian recruiting Indian is too wide a selection. In my opinion a Tamil will recruit Tamilian, Telegu, Punjabi, Bihari Babu will do the same but a Babu Mashai will hardly give a chance to another Babu Mashai , if this invites criticism, you are welcome

but as jake3d said, its someone who will work well in the work environment and current workforce.
Thats why some recruiters are scared to hire someone with an accent, as they think the person they are interviewing must also have a different outlook on life and different hobbies. its a bit narrow minded but as this chain says lifes not fair.

Having a desi boss is a curse by defalut in North America, Desi boss pretends that he obliged you by hired you and same time desi boss will sucks (expolit you). I hve seen lot of tom decan hary so called desi (Indian)says "we are here to serve apan log(our people)i" , Well I dont buy or trust what desi boss says.........
