I informed the ministry and they have issued me new set of plates, looks like no major damage as yet, shall update if anything comes up.

Just keep looking at licence plates of all the vehicles you come across...just in case if you see a vehicle with your number plate you won a lottery..that vehicle is officially yours, just get into the vehicle and drive off.........but be careful to look the other occupants of the vehicle that time..and of course at the stuff the vehicle may have.
If in good faith peacock1 can give us some hints on number , we can also start to look for it. Desi hee desi ke kaam ata hai !

That is my stolen plate number, I don't think any one could risk using it unless for 1 time crime, or like selling another stolen vehicle with this plates.

In my view the stolen plates may be used by the perpetrator whenever he will need to use toll highways, thats where he may use the plates more than once. My guess is, the thief must have stolen more than one plates to 'distribute' the cost of toll among his victims. You must keep a tab on such toll invoices for next few months. I hope you dont get into any payment related disputes with toll takers. I will suggest you to keep a log of your own usage of 407.
Another case of multiple usage is if the thief intends to drive or sell in US without making his trail he may use the masked plates during the drive or deal.
Petrol theft (fill and run) is another reason of using fake plates.
All in all , the plates are stolen to fool around with CCTVs.
I have already updated 407 on the plate issues, and have requested to remove my old registration from my account head,and they have noted my request, only issue with me shall be if they have already used it on 407, inbetween the time, I complained to the police and the time of theft.
Anyways, shall still keep an eye on my 407 invoices if and when I receive them.
