To me, it looks like this could be a kind of on-going-process.
I roughly remember similar job fair some two years back. It was conducted by more than few Indian IT companies across North America.
Companies offered salary based on some % of your Canadian/American salary.

By conducting such events, companies are directly picking candidates from here. Good for both - good for candidates (wanting to return back to home country) as they get an Indian offer without practical hunting and can even negotiate based on their north american salary. Good for companies as they get north american polished skill.

Bottom line - good candidates are always in high demand
