One of my friend recently moved to Toronto after brief stay in New Jersey/USA . He is holding NJ Driving licence. He doesn't have any USA driving history. When he approched for driving licence under Driving licence exchange programme ,the MTO officials advised to get a letter from New jersey Motor vehicle commision about driving history to enable them to issue G2 diriving licence without taking test . This would enormeous time( waiting period) and $. I request the forum how to get a letter from NJ offfice /USA.if any one has come accorss such expereince may kindy share your experience.

An email should be sent to them, saying that the person is in Canada now. They will mail you an abstract request form, which you should fill and send back.
They will send the abstract to the Canadian address. This is how I was able to get my NJ drivers abstract.
However, you claimed your friend does not have any US driving experience, so I am not really sure how the abstract is going to help.
