I see a lot of questions floating around regarding PR parents wanting to sponsor their kids born outside of Canada for PR status in Canada. I recently completed this procedure for my daughter and have outlined this process for you below. Any questions, please feel free to send me a PM or an email.

Ok! To begin with, you need to be physically present IN Canada in order to sponsor you child. It's ok even if you don't have a job as you are exempt from minimum income requirement if sponsoring a spouse or a dependent child.
The next step is for you to fill out the forms. There are a lot of different forms online and it can get confusing at times. This is the link to the right set of forms - http://www.cic.gc.ca/english/applications/fc.html
Please note that this is a two part process. You fill out two different set of forms - The first one for "Sponsoring" your child and the second one for "Applying for Permanent Residence" where your child will be the "Principal Applicant".
Required Supporting Documents
1. Fee of $150 - This is the right fee. If you send the $75 fee as prescribed online, your application will be sent back.
2. Copy of your Permanent Residence status documents
3. Copy of your child's birth certificate and passport
4. Three recent passport sized photographs of the child AND both parents.
5. Recent Letter of employment - if available
6. Option C printout from last year - if available. If not available, attach an explanation (eg. not present in Canada last year)
7. A detailed description of you trips in and out of Canada since attaining PR status
Please note that Right of Permanent Resident Fee is NOT REQUIRED in this case.
You will send the completed application to the case processing center in Mississauga. The sponsorship part of the application will be processed there and once approved; the file will be transferred to Buffalo.
NOTE - As soon as you get word from CIC Mississauga that your file has been transferred, go to the nearest CIC designated doctor and get an "Immigration Medical" done for your child. Don't forget to take more passport sized photos and the CIC file# with you. The doctor will forward the report to Ottawa where the CIC medical folks will review it and if everything is normal, will inform the Buffalo folks that medical results have been received.
After this, you sit back and relax and wait for the "Passport Request".
The whole process typically takes 4-6 months.

I just sent my son's sponsor apps last month to CPC. The only difference is I already completed his medicals as well and attached to the rest of the package. I am hoping the apps does not get delayed too much that his medical validity of 1 yr expires.

hey desitiger,
do u have any info on the importance of custody certificate and noc from ex spouse for a 17 year old child?
does the noc have to have 'canada' written on it?

Here is the timeline for my USA born son's family class PR application:
Application sent to Mississauga CPC - Aug 28, 2006 (medicals also sent along with apps)
Letter acknowledging receipt and transfer of file to Buffalo, NY - Oct 19, 2006
Letter from Cdn Consulate Buffalo notifying process completion and request for passport - Nov 8, 2006
Passport sent - Nov 20, 2006 via express mail.
Passport received with Immigrant visa - Nov 25, 2006.
Planning on "landing" my son sometime in the next few days.
Total time - about 3 months. Not bad.
