Yes they do not encourage you to go back within a week or so, rather they want you to stay here for good.
But if you have plan to go back within a week than DO NOT hide this from the Immigration officer, tell him/her and explain why you want to go back and when you will be returning, you must have a solid reason.
If you lie and just in case if they ask you to show your ticket you are going to be in a big trouble. Please don’t hide anything from the Immigration officer, these guys are very good as long as you are honest and if they find you otherwise they can be brutal in a second. I have seen this happening with an immigrant who lied about his stay in Canada.
In this country, don’t ever lie, one day it is gonna come back to haunt you.

But how can one go back without PR card which takes couple of weeks to receive in Canada ?

It is not a big deal. To get out of Canada you only need valid documents to enter the country of destination, although to re-enter Canada you will need the PR card. Card can be sent by mail to you in India by your friend/relative in Canada after receiving it from Govt. of Canada.
But I have seen some cases where there was some problem in processing PR cards and applicants were called again to the immigration office to get additional information and/or photo... in that case if you already left Canada.... well GOOD LUCK !
