Okay, that means it is not illegal to mail the PR card. But sending the passport is illegal since the rule is clearly mentioned about sending the passport overseas by mail.

If you don't have anybody known to give address at the time of landing then take the following steps like we did :

first and foremost, go through kijiji/craiglist/canadiandesi.com classified column and search for basement/1 BR apartment and commit to stay with them. (Try and stay with Desi people).

When you commit to stay, they will provide you with full address/tel nos. etc

After landing, you will stay with the people atleast for one or two month to complete all the formalities like SIN,Medical etc. As you change your address, please inform by calling 1-888-242-2100. you can change address online too.

always try to keep good relations with the people you stay so, that they can forward you your mail. You can get PR and SIN through normal post, but medical/health card will not be given to anybody than the owner. If you have shifted, you have to inform health card dept and then go and collect it yourself.

That is very awkward way of getting ur cards. Person should have the option to pickup any card in person.

How insecure practice it is, They can deliver SIN to any address which is the most important card and we never try to tell SIN to anybody because identity theft start from there.
I don't know why health card is considered so important and taken extra security steps to deliver it. I have no way of imagining how one can misuse it because it has at least ur picture on it. And another thing is, it is not considered a valid identity card. You will find that in most places when u present Health card as an ID, it is not acceptable.
