Promptly "a case has been booked against the driver for rash and negligent driving." What about State Highways Department which is building the bridge without putting up any sign prohibiting traffic on incomplete bridge?

No caution sign of no fly zone on the spot, how can they show caution by shouting. If shouting is sufficient then there is no need of traffic signals and road signs. West must be ignorant of this new method.
