Puhleasee! When was the last time you saw a "sincere worker" here making a "sincere effort"??
Last night (early morning), my neighbour got a roadside parking ticket at 3:00 AM. Saw the sincere worker taking careful notes of plate. He always parks in driveway but from willl never miss a day/night.
Here are some instances:
1) Did not have plans from builder for house, called city, for 20 bucks they had a very nice stack of papers ready for me when I walked there with receipt.
2) Property tax guys charged extra instead of charging builder, gave me the complete record of payments for 3 years (around 10 pages) for 5 bucks.
3) Came drunk from Toronto took Mussusaga transit late night (first time on transit)..the guy not only told me where to get down but made sure that the taxi was available at that spot. (he wouldn't have waited long but he made is best attempt to server better).

Just one more experience of forcing a policy:
When I applied SIN for my parents, the employee in the office showed me the privacy policy we have to agree. After reading the policy I had few questions. Here is the conversation we had
Me: Can I deny this privacy policy since it says u can share my personal information with other agencies.
Employee: No
Me: Is there any other agency which can make SIN card for me other than Service Canada as I don't want my information to be shared. Any right I have to not let u distribute my information to other agencies?
Employee: No
And at the end it was concluded that SIN is so important that I cannot work here without it and almost everywhere it is needed before I get other cards and SIN cannot be obtained without scarifying my personal information . And I have no choice but to accept that policy and let them to float my information on the internet. So no way to protect your privacy. Privacy becomes meaningless the day u land in Canada.

In the US, they would have thought of exceptions and associated remedies. There would be a supervisor available instantly incase you were not happy with the options presented to you by the agent.
Ever tried to speak to a supervisor here in Scamada? 9 out of 10 times, the "supervisor is busy and will call you back within 24-48 hrs", and like that ever happens.
A good example is this - Citizenship and Idiot Canada sends me a letter. I never get it..but as per policy I have to wait TWO months before they can resend it. Fine, after two months and still no letter, I call the call center and they promise to send it again. I call after 3 weeks and yes the letter has been sent out and if you still haven't got it, too bad, you have to wait another two months before we will send it out to you again. This happens SIX times!
Yes they did verify my address each time. Finally I had to go to the CIC office in Mississauga and bang on the door untill an officer came out and gave me the lettter. Only took an hour of my creating a scene outside.
Now, in the US .. (and this is based on personal experience)
1. The letter would have been recieved within 2-3 days regardless of where it was posted from
2. I won;t have to wait 2 months for them to send another letter
3. After 3rd attempt, somebody on that side would've said, this si crazy, why don't you come pick it up.
The agent would've approached his / her supervisor on my behalf to explain the problem and request an exception to "the policy".
The problem here in Scamada is that people just don't care. Nobody wants to help you in any way, it's easier to hide behind an idiotic policy and not do your job.

You have mixed up a few different things here. The process of authentication is pretty much the same and it will be no different in US.

Sorry boss, the "mix-up" is on your end. The "process of authentication" is not in question here, it's the lack of alternate scenarios / exceptions which is the issue. Anywhere in the US, almost every process (public or private) has provisions for exceptions. Canada could too but they don't. "Why" is the name of that poor dead donkey we have already beaten a dozen times in this post![]()
