Yes, the Priority dates depend on the country of birth - not on the country of citizenship.

H1B - is a dual intent visa while TN is not . People are able to get a GC with TN but it needs a lot of good timing and luck and they can be denied entry/renewal anytime if CBP feels they have an immigrant intent

It needs proper planning - which is not difficult at all. It does not need a "lot of luck" and is pretty straight-forward. Saying this from my own first hand experience.
