DISGUSTING. How can a business owner behave like this on canadian soil ? wd the govt accept that white piece of paper of course not. It has to be on a company letter head.

I hope the govt accepts the letter provided by the CRA in lieu of the employers letter as advised by Hiren Sir !
So even if she was a contractor and not an employee wd the govt not count her hours worked ? what if he gives her a letter on a white sheet with just a stamp .. wd it be of no help ?
CRA - Canadian Revenue Agency is same as Income tax deptt of India. (well not same ;-) but for understanding sake )
Not sure how much the employment letter help except in case the services want to contact the employer to do check during SINP. Best is what is their in govt records. (ROE - record of employment)
I'll suggest following ,
- For the time grab whatever is being given by him, Create a letter head with employer's name address and phone and get whatever stamp he is mentioning and start to work for new employer. I hope new one is legitimate one.
- Important step for your PR application is secure the electronic ROE,
- To get electronic ROE from service canada website , first obtain PAC (personal access code ) which will be mailed to you at home after you put in request in link below

- Use PAC to get registered with Service Canada and access your record of employment.

this will be helpful for future employment also. In case the Iraqi employer has filed ROE (which every employer is suppose to do whenever there is resignation/termination/lay off of an employee ), you will get the record else you are doomed in any case. it is then left on chance that the case is accepted and experience is credited.
While the above process will take some time, in the salary slip which he signed can you check if there is EI component (employment insurance) or CPP ( canada pension plan) ? If yes then employer surely had intentions to file for the ROE. If he has deducted these component from the salary and have not filed it , he is screwed.
For next employer also , keep a tab on the paystub being issued and its components !
in any case end of the year he is suppose to generate T4 (same as Form 16 in India) and send to your wife. Thus Proving employment without relieving letter is not an issue. Hope she did not work on cash !!

She did not work on cash and cheques were given to her every 15 days.
EI & CPP are mentioned on the two pay slips she got today.

Who is Lalitha?
There is no such thing as a relieving letter in this country.. All those are process that are followed in india.
Companies are not obligated to provide relieving letter here and one should not fret if he or she has been refused by the employer.
If you quit or fired, the only mandatory thing the company has is to provide a record of employment(ROE). If they do not provide it complain to HRDC.
There are very stiff fines for not providing ROE.
ROE or payslips combined with appointment letter can be used as proof of employment, if anyone does ask.
