Same here. Used a Linksys router for last 6 years without any signal strength issues (3 level house).

May be its your internet provider at fault.
Makes sure u buy a router on which DD wrt firmware can be loaded.
U can search on their website http://www.dd-wrt.com/site/support/router-database
DDWRT is a paid firmware (costs around 25$) but if u have Usenet access u can download it from there.
The firmware contributes a lot to the stability of the router.. I have one loaded with the DDWRT and it is rock stable for the past 2 years..
Another router i have with a non DD wrt firmware needs a reboot every week.
Plus DDWRT gives u a lot of advantages on network management in terms of accounting of traffic , firewall rules , capping speed by IP etc.
Actually factory direct has a lot of NEW Wireless N routers in 30$ range that support DDWRT.

However, I forgot to mention one thing: I do have a VOIP phone (Primus), so is that something that I need to factor in while deciding which router to buy?

Nope since the adapter (if there is one) will be connected thru the cable.
