Recruiters are useless for a good majority of the time....at least in my experience. A lot of them send emails fishing for resumes so they look good in who knows what.
Anyway, as other have chimed in, they work for the employers, not the candidates, hence have an air of contempt when it comes to responsiveness. In the past, when recruiters contact me via email, I ask them who the employer is, what they do, where the position is located, etc. If they can't provide basic info about the position, I ask them to contact me when they actually have an opening. That takes care of them.

Don't waste your time going around these idiots. Instead, concentrate on your energies to contact employers directly.
I had a different experience with placement agencies. I landed in mid of 2010 and tried to get into my professional sector ( Insurance). Sent in hundreds of resumes to companies, and response was very slow and i was unable to enter the industry.
Then got a short term assignment in one of the banks through an agency. its a back office accounts processing job. After end of the contract, I discussed my experience in Insurance. The same agency sent me to an Insurance company for a short term assignment after which the company hired me for a permanent role within the company.
It took almost an year to get into my own field of work but placement agency helped me to get me there.
It all depends upon lot of factors. There are some very good agencies who offers temporary-permanent assignment with companies. But before someone get to know a good agency, a lot of bad stuff need to be faced. But, keep trying until you get a good one.
Out of my 5 jobs so far, 3 were through networking and 2 thru placement agency.

It all depends in which sectors you are applying. For example in cities, these HR recruiters are nothing but working as Bartenders in their previous jobs. No professional education and to be honest i had terrible experience with them. And still they contact me every day and I use them .
Treat them like a tele marketing company. You show interest only if it interests you. Do some Bol Bachchan. That works here. Make a portfolio of your projects that you have undertaken and target the recruiters first and then the employers .
