If your kid renews his/her (non-indian) PP after 18 years, you need to transfer the OCI sticker to the new PP.
The same to be done 1 time after the age of 50....
I hope the BLS contract ends before I turn 50...

Just now, submitted a complaint to both the local consulate and the embassy. Not expecting much, though.

Well, quite a surprising turn of events.
Four hours after I sent an email to the consulate and the embassy, I received a call from the vice consul herself assuring me that they have the old oci card and the old passport.
They supposedly hold it until we receive the new oci and valid passport back. We should thank bls for letting us know of that little unknown fact.
Once they know we received the docs, which I don't know how they would know until we complain, they will then cancel the old oci and sticker and send the expired docs back.
Time will tell if they keep up with their words. Further updates later.
At least I am thankful for the call.
This is consulate in Chicago. Something tells me they are getting fed up with their own proud indian outsourcer.

I had the opposite experience, probably 'cause I went into the BLS office for drop-up and pick-up. They handed the old and new at the same time.
