Count your blessings for at least you're getting $1000. It's a lot of money, isn't it? Here in BC they are going to rip us off with not handing down a single penny back to the taxpayers. So do your math. $1000 compared with $0 - what will you chose? I would go with HST + $1000, considering Governments enforce whatever they can and simply laugh at us poor taxpayers.
