Language skills have become a requirement while applying for PR. Hope you got a good standing in it. Currently the English language courses are FREE for all immigrants here for Citizenship requirements. You now have the certificate for the same also.

For a name change you will have to publish the name change in any Newspaper here within Canada. (Most of the Indian Newspapers that you pick in groceries will do it for you. It might be free also.)

After that apply for a new Passport, with all of the details that you want in the Passport. Make sure the spelling is correct, both in the publication and also in your Application.

You can approach the English Language training people and make a request for the name change. Do carry both the Passports or submit photocopies to them as proof. They will issue a new certificate. They might also charge you applicable fees for that.
