I opened my NRE/NRO account with Kotak mahindra bank 2 months back right here from Canada.I had a hassle free experience with them.All I did was make a request from their website to open an account.I received a call back from their bank officer after 2 days.They will take your details over the phone or you can opt for filling the application offline.They will arrange the courier at their expense and will collect all the documents from your residence ..that's it ..you are all set..you will receive account opening package along with NRE/NRO cheque books and atm cards to your Canadian address with in one month. btw you can choose where you want to have your branch in India.

Please read the OP's post carefully.
He is asking for Indian ties (reestablishing).
NRE/NRO accounts are for foreign citizens who are expected to show a foreign address.
But to settle in India, you need proof of local address for many things and that is what we are discussing.
When I came to India, My office opened a salary account at SBI which had my address. But to buy my car, the RTO refused to sign the papers citing the lack of Indian address. At that time parallely I applied for Indian license and the foolish RTO accepted my Indian address written in my Canadian passport (by myself) as proof of local address as it was written in the passport (I showed him the original incl. an extract from the website which stated that foreign citizens can apply for driving licence in India).

I am sorry if I caused confusion with my question.
here is what i am trying to do:
I am not planning to relocate back to India. I will continue lving here in canada.
By reestablishing ties I mean have a bank account in India. Its purpose would be to do something there in the future such as buy property, flat, or just give and take money (all legally).
All I have is OCI right now. no Aadhar card, PAN card, voter card, ration card or anytying else.
I don't have any house in India but my parents do. they still live there.
i am not sure if my name is on their ration card, but my guess is no.

Then what you need is a PAN card for all financial transactions in India.
I have not bought property yet and hence canot answer that one. But a city that asks for residence proof in India for a car MIGHT also ask for a residence (India) proof for land dealings.
