Travel Agents in New Delhi for Canadian visitor visa

I am on a work permit and planning to invite my in-laws for a visit to Canada. Can anyone please suggest a good travel agent in New Delhi, who can process the visa application on their behalf. My FIL is a senior citizen, and does not need to be present at the Consulate.

Also, can anyone please suggest how I can go about getting the medical insurance for them? Should I arrange for the medical insurance for them before the processing starts, so that I can mention the same in my invitation letter ? Or is it okay if I arrange for it once they arrive?

How does a travel agent help in getting visa for Canada? What is the use of insurance if they don't get visa?
Passport can be send by registered post. Form are available at Canadian High Commission India website.
