I had read an article on Canada's 'humane ' policies sometimes back. The railways were built by a lot of Chinese labour who were brought from China and the exorbitant cost of building them was '1 death per 2 kms' ....... sadly ........... these people or their families were not accorded a permanent status for decades till finally in 2003 - 2004 .............
Every place has its pitfalls .... it is a matter of demand and supply .

Puttoo ~ I think we are saying different things which are both correct . I admit that there s exploitation and not denying that their conditions are not good . At the same time you admit (I believe) that conditions in India / home countries are worse . Life is all about choices be it between 02 goods or 02 bads .
But at the same time they are getting a better compensation compared to what they would have earned in India and since they DO NOT have a choice of migrating to Canada , they prefer to slog ..... They DO have a choice to return but feel Gulf provides them much better money .
Thats precisely the reason why a well qualified immigrant leaves a respectable job in India / elsewhere and opts to do labor / other basic jobs .
How can a under qualified , non English conversant laborer come to Canada under independent category (IELTS 6.5) , other then by using foul means , I fail to understand . What other category is open for him if he doesn't have any relatives to sponsor him ?
