if booking in India Yatra and Indiatimes travel are good sites, also rates keep fluctuating so you may have to follow it for a few days like stock and then go for the kill.

Like for BOM - YYZ route (booking from India) Aeroflot is cheapest if booking last minute and Lufthansa if booking a month in advance, Jet is ok if booking two weeks before. BA/Air France/KLM/Austrian/ Delta all offer seat at different price at different time.
The same seat fluctuates from 24000 INR to 40000 INR one way.

I do not fly gulf airlines so cannot comment.

Any of the agent should be able to offer this. Using online via http://www.kayak.com is also equally good.

I would prefer to have an agent who is easily available on phone. Just last week, a friend of mine's wife and son where travelling to India on Emirates and on the airport they came to know that the wife's ticket it void. There was no trace of the agent (around 7.00 PM), and they eventually have to return to home and they flew after two days.
