Eligibility for OHIP card

We did our landing in Toronto in 2009 April and opened a bank account too. When I went to apply for the OHIP card , the official there told us that they would need to see some proof of mail recieved on our name at the mailing adress provided by us for e.g. bank statements etc (at that time we had given my sister's adress who is living in Toronto) We left Canada without applying for this as bank statements would take a month to come in & we were in Toronto only for 15 days. We plan to go back in Aug 2011 to settle permanantly
I would like to know if
a) My sister can apply for OHIP for me in my absence
b) If I do apply when I return in 2011 Aug will I get it immediately or after 3 months

I believe you need to appear in person for OHIP application as they have to take your picture on site.

Most likely, you will be asked the same questions, i.e., prove your residency in ON. Based on your response, you may have to wait 3 months or receive coverage right off.

As replied by earlier poster, you would have to apply in person with the required documents and you can do so only after 3 months of re-establishing your residency again.
