Immigration statistics are available from 1966, that may be the reason for crenshaw to believe it started in 1967. The stastics way back in 1966 to a decade talk more about immigrants from other continents and not asia. To be honest,I dont know when this skilled catergory took birth in the immigration process. Probably cocoa can tells us more about skilled independent catagory immigtation policies from way back 1986. How many year it took in 1986 for processing. Incidently she was not having any skills it will be fair for us to assume that her husband had been the principal applicant. What was fund requirement during that period and how much she earned too survive for the initial years. Probably it may help us to know the % (statistic) of improvement of immigrants condition in Canada. She can help us to know how Canada has worked hard to improve immigrants life condition in almost 20 years.

Immigration in the independent immigrant category has been open to all people irrespective of country of origin since 1967. Prior to 1967, the immigration policy was centred on immigrants from Europe, particularly those from the UK.

True.
However, It doesnt say anything about the independant/skilled category.
It says immigration was open to people from all from 1967.
