Not where I work. Some managers wear shorts and T-shirts during summer. Most desis who work in my building wear regular pant and shirt. Few CBCDs wear shorts.
IMO, there should be some discipline in the office when it comes to dress. Its not the convenience, its the discipline. Hope desis dont fall for this, trying to copy the whites (also termed as wannabe whites)

IMO, I feel that you need to cover your body fully when doing a job. By this, I mean that you need not wear neatly pressed and colormatched cloths all the time (although i admit that i admire/respect more decently dressed people than otherwise) but only that you dress up to cover your deficiencies.
What i mean is that if you have a lot of hair on the legs, then wear pants all the time. If your toe nails are not properly groomed then wear shoes all the time.
In my office we have a dress code as mentioned above for the males but for females there is no dress code at all and this irritates me sometime since the females are very skimpyly dressed and this affects how i work in office.
I have had the misfortune of seeing very vulgur scenes (for both males and females) in Canada as a result of not dressing up properly. OTOH, I have also seen such unfortunate scenes in India but those people are mostly mentally disturbed people and some beggers.
India, Gulf and SE Asia was so nice, in the sense that everyone covers up their body in full while doing a job.
Giving you an example, I would hate to see my male manager/ Male co worker in shorts having a lot of hair on his legs / no oil on his legs (AFTER NOTE -> What i actually meant was Dry Skin~ I was busy, thinking about a project when i typed it that i could not get the right word). It would irritate me to see such a scene. I would have no respect for him at all.
Having said this, on weekends, if some male works , i would prefer casual cloths as agaist shorts etc..
Also we have some chinese people in our office whose mouth smells very badly when talking to them. I avoid these people.
I also hate people (esp. desi's) with mush which is dirty or unevenly trimmed.
