This is my first winter and wanted to know which are the best winter tires and from where I can get the best deals.

Is it necessary to changes the rims as well .

Yes. You have to pay extra for rims for now, but come summer/winter, you can switch back to the required tires quickly by paying $25 to Cdn tire or car dealer.

Costco too has winter tires

You'd have to mount the winter's on a 2nd set of rims.

Winter tires do come in handy, but you can still drive with all-season, all winter long.

On related note...does anyone know of good deals for all seasons?
Is tirerack the best place to get good quality at lowest rates?
I am looking for size 225/70R16, 4 pcs.

IMO, Everyone should have install winter tires on season. B'cos all season and regular tires doesn't have that much flexibility which winter tires have it. Normally witer tires are made by special rubber which are very good on below 7 degree or in minus degree. Even you can feel the difference once you drive your car with all season tires and winter tires on snowy season.

if you have a new vehicle and you wants to keep your vehicle for next couple of years than best idea to get rims and winter tires together. so on summer times you doesn't have to pay for mount/balance tires again.

It depends upon individual driving habits, but atleast with driving on GTA highways during snow, winter tires are a big life saver IMO. You can control your own driving, but you never know how idiots around you might drive.
