I am trying to apply for the PIO.
I have read the requirements as described at http://www.cgitoronto.ca/
I have a couple of questions - was wondering if someone can help.
1) It requires a cancelled/expired Indian passport.
Is the photocopy of the passport sufficient
2)Do I need to send them my passport and the photocopy of my passport.

3) Since I am not a Canadian citizen do I need to send my PR or is a photocopy sufficient?

If you are not a Cdn citizen, are you still an Indian citizen? If so, why do you need a PIO?

Ya, bit confused about the poster's question??? If he's still a "VALID" holder of Indian passport (meaning Indian Citizen), then he cannot apply for OCI or POI.
If his Indian passport is expired and he's still an Indian Citizen, then he needs to apply for a new Indian Passport.
If he's a citizen of another country, say, USA..then he will need to act accordingly....a canadian PR card will not be proof of another citizenship.

I am a citizen of South Africa. My family migrated way back.
Hope that clears the confusion. 1) So do I need to send my parents cancelled passport or is a photocopy sufficent?

If you are applying in person at consultate, you should take original documents and photocopies. Original documents will be returned on the spot.
If you are applying by post, you will need to send all the documents in original and photocopies with prepaid return envelope. They will keep the photocopies and return your original documents and fee receipt in the prepaid envelope that you send.
