People cheat in all exams. How does that prove the system's inefficiencies and corruptions?

Your logic in this case is going overboard ... way over board I must say ....
Giving a case where an examinee ( and not one who has qualified remember there are lacs of examinees and very few selected ) has been caught cheating proves nothing .... really nothing ...
It is like saying that if a person takes an IAS exam using History as a subject ... by your logic you would conclude that all IAS Officers had taken history as a subject or at least a good majority of that .... (disregarding whether that 1 person was 1 of the lacs who sat for the exam or 1 of the < 1000 which qualified)
If that's your logic for cheating and qualifying in IAS exams , what can I say ????
Have you met or known any IAS Officers personally .... I seriously doubt it .
Why do I feel that you are feeling that Bihar and UP are inferior states ??? For their population alone and the proportions , they would perhaps be having more or equal intelligentsia as compared to other states .
Again just because India is poor and the US is rich --- it does not mean that there's any less intelligentsia in India ...

agreed...my point is some states has a more chances to do cheating in the exam than other states....
Bihar and UP is one of the most famous for this kind of activities compare to other states.....![]()
