I am in the same boat as well, getting same message for quite some time...I am not sure if they are simply sitting on all the files and then release bunch of them together or waiting for some kind of approval from ministry...where they are still undecided...what a sucker!

Hi,
I had submitted the requested documents for parents' sponsorship and now CIC has returned the application, asking for the proof of relationship to the sponsor (#7 on the list).
I had provided the following (as I don't have DOB certificate):
- My 10th class certificate
- My Degree certificate
I don't have indian passport and Canadian passport doesn't have Father's name. My PIO card has it, should I send the copy of that ?
Also, if I have to make an affidavit in GTA for birth certificate, where can I get it done ? or should I ask my parents to get one in India and send me here ?

You can get Birth Certificate from Indian Consulate, they require passport but PIO might work
Affadavit from India would be best

I have just paid the Right of Permanent Fee for my parents, and just noticed that the receipt that I have to send them has a Client ID field. Do I need to fill in my own information in the Name/Clientid/Address or My Dad's, who is a principal applicant? How to find his client id?
