I have another question. May be someone knowledgeable can respond to. Since, their application is currently being process in Ottawa, where would they need to send their passports? To Delhi visa office? Logically, yes. Anyone in the same boat?

Also, two of other freinds paretns got visa as well during this time... basically similar time line.. applied in Aug / Sept 2007

Was there an update on the online status when they made the decision? I have the same timeline as yours but have got no response yet

Not till they received VISA Stamps - v check online status change to “Decision Made" and following two days after parents received Passport with Visa.
This is what my steps are:
1- Contacted MP (first meeting face to face , then email and phone correspondences) - regular every month by email. - keep pushing them (even though they get frustrated - keep pushing them - they need to see you are really depressed) – THEY NEED TO KNOW LONG TERM DELAYED CAUSING UR FAMILY TO MUCH TRESS, ITS EFFECTING MENTALY – then they will push more
2- contact CIC once a month by email / by fax – sometime calls ( calls doesn’t make much different – but sometime u get good reps , it may help )
Background process is normal – usually MP office comes with that reason
I have attached draft letter , make sure u put your points clearly , give them reason why do u need them most , how they can help u and Canada etc…
Following is the letter which i used to send every month with little modification every time:

I have submitted an application for my mother and brother under family class permanent residence in August 2007 at Mississauga Office.
My application has been approved and transfer to New Delhi office in October 2011. My family has received completed medical and submitted passport in end of December 2011. I have called immigration and confirmed that they have received medical and passport and medical result was positive.
It has been almost NINE months passed since my family has submitted passport for Visa stamp.
We have sponsor very small family (Mother and brother) both are healthy and able to start their own future – they will not be burden on Canada. Mother is healthy can start working immediate, brother is highly educated currently doing Master of Technology (M.Tech).
We have been waiting to get together for long time. This long term delayed is affecting us mentally. We would like to get together as soon as possible. My two little daughter also miss them asking every day when grand mama will come. We have no answer to them.
We are very small family and I miss them too much. We have been waiting to get together for long time and I appreciate Canada for giving us chance to be together again.
I humbly request you to grant them Visa as soon as possible so me and my two little daughter can see them soon here with us.

I appreciate you sharing these steps. It is indeed very stressful process especially because they have my mom’s passport for a year. I will continue following up with them till there is no end to it. Thanks for your inspiration; it is very helpful at this time for us.
