Have you checked with Courier, and then they have to mail it back to India. Now I inquired from Couriers here, they said, you cannot send Passport to a person in India from Canada ( I believe its same from US ), and it will only go to the embassy
I was like what embassy, the passport is Indian, they have no answer - so if its Canadian embassy in Delhi then you will pick it from them? I really don't think this is possible
I asked if how can one send PP from Canada to US, they said no issues but need to show birth certificate or immigration document

I went to a DHL regional office in New Delhi and was told that I can send my passport (Export) out of India legally and commercially through courier or regular mail as per Indian Law. However, according to US law, If I am sending my passport to a personal address in USA (my lawyer's address), US customs can withheld my passport for 2-3 months on security grounds and screening. Also, instead of sending my passport to my lawyer, If I send my passport directly to Canadian Consulate General, Seattle my passport will be deliverd in regular time of 4-5 days without any delay at US Customs.
Now the catch-22, according to Indian Law in 2004, I could not import (commercially through courier or mail) my own passport from USA or any other country even if the passport was directly sent by any Embassy, High Commission, or Consulate. I found it contradictory that as per Indian Law I can send my passport out of India commercially but can not get it back.
I sent my passport by DHL Courier directly to Consulate in Seattle and requested them to return my passport after stamping to my lawyer in USA. Later on, one of my friend got my passport back with him to India.

We tried to deliver via. Courier last week, but it bounced back on the obvious grounds. The letter from CIC asked us to send it from Canada via. FedEx ONLY. Now, I am not 100% sure if I can send it from Delhi to Seattle using FedEx as well. They will only return the passport to the Canadian address, i.e. mine; and taking it back to Delhi is not an issue as my wife is travelling there in December.
If the above (post) is the case, then I am good to send it via. FedEx from India directly to the States. Will confirm further.
Also, sent an email to CIC to this effect. Been calling since yesterday, looks like they are busy forever.
I am trying to find someone who could bring the Passports to Canada (Toronto, Alberta, or Vancouver).

Fortunately, one of my friends' parents are coming to Vancouver (from Delhi) this weekend. So, it has resolved my issue. They are ok to pick up and bring the Passports along.

Further update...
I sent CIC an email two days ago asking them to change the processing centre from Seattle to New Delhi.
So, I just received a response. They have complied with my request, and changed the processing centre to New Delhi. Asked to submit the Passport to either CHC Delhi or any VFS in India. The visa's will be expired in July as the letter stated (one year from the Medicals).
All good to go and on time. A huge sigh of relief.
