In my case the first letter said my application was complete, second letter said I am eligible as a sponsor (aka approved) and that documents have been forwarded. There was a gap of 2-3 weeks I believe.

I sent an e-mail for timeframe line in India local visa office more than one month ago and now I got below reply.
Dear Sir/Madam,
This is in response to your recent email enquiry to the Immigration Section of the Canadian High Commission in New Delhi.
The application is currently in the queue for initial review. It will be reviewed in accordance with its place in the queue for applicants in this category, based on the application received date. Following the initial review, the applicant will be advised directly of the decision or any next steps.
The times to first review, interview (if required), and finalization may vary depending on the number of new applications received and the individual complexity of each application. For actual processing times of permanent resident applications in New Delhi for the last 12 months, consult this link http://www.cic.gc.ca/english/information/times/international/08-fc-parents.asp. Applicants may also refer to our website, http://www.india.gc.ca" rel="nofollow">LINK, for more information about processing times.
We continue to work hard to make our processing of Family Class applications as efficient as possible, while at the same time bearing in mind the capacity of our settlement community to support and assist newcomers with their transition toward making Canada their home.
We trust that this information will be of assistance.

Not sure what did you ask them.. But I think you have not got the answer of the question you asked
Again, this seems to be preety standard format statements they are probably using for everyone inquiring about their file....
IMO, this reply does not really mean anything at all..
